With over 15 years of experience in HQS inspections, our team brings unmatched expertise to ensure properties meet federal housing quality standards while helping property owners maintain compliance with HUD requirements.

What is HQS?

Housing Quality Standards (HQS) are the minimum quality standards for rental housing established by the U.S. Department of Housing and Urban Development (HUD) for the Housing Choice Voucher program. These standards ensure that subsidized housing is decent, safe, and sanitary.

HQS inspections are required for all units participating in the Housing Choice Voucher program before tenants can move in and at least annually thereafter. These inspections help ensure that federal housing assistance is used to provide quality housing for low-income families.

The 13 Key Areas of HQS Inspections

Our HQS inspections thoroughly evaluate all 13 key areas required by HUD:

  • Sanitary Facilities: The home must have a bathroom with a working toilet, sink, and shower or bathtub with hot and cold running water.
  • Food Preparation and Refuse Disposal: The unit must have a kitchen with a sink, space for food storage and preparation, and facilities for refuse disposal.
  • Space and Security: The unit must have adequate space for the family and secure doors and windows.
  • Thermal Environment: The unit must have heating facilities in proper working condition and adequate ventilation.
  • Illumination and Electricity: Each room must have adequate natural or artificial illumination, and the unit must have sufficient electrical sources.
  • Structure and Materials: The structure must be sound and free from hazards.
  • Interior Air Quality: The air quality must be free from pollutants, and there must be adequate ventilation.
  • Water Supply: The unit must have an adequate supply of clean water.
  • Lead-Based Paint: The unit must comply with lead-based paint regulations, especially for units built before 1978.
  • Access: The unit must have a private entrance without having to pass through another unit.
  • Site and Neighborhood: The site must be reasonably free from hazards and disturbances.
  • Sanitary Condition: The unit must be free from vermin and rodent infestation.
  • Smoke Detectors: The unit must have properly installed and functioning smoke detectors.

Our HQS Inspection Process

Our HQS inspection process is designed to be thorough, efficient, and minimally disruptive. Each inspection follows these key steps:

  • Scheduling: We coordinate with property owners to schedule inspections at convenient times.
  • Pre-Inspection Review: We review property records and previous inspection reports to identify potential areas of concern.
  • On-Site Inspection: Our certified inspectors conduct a comprehensive evaluation of all 13 HQS areas.
  • Documentation: We thoroughly document all findings with detailed reports and photographic evidence when necessary.
  • Results Communication: We provide clear, detailed reports of inspection results, including any identified deficiencies.
  • Follow-Up Inspections: If deficiencies are found, we schedule follow-up inspections to verify corrections have been made.

Types of HQS Inspections We Perform

  • Initial Inspections: Conducted when a tenant first selects a unit before they can move in
  • Annual Inspections: Required at least once every 12 months for all participating units
  • Special Inspections: Conducted upon request by tenants, owners, or housing authorities
